What Hasbro has said, and when

The dated record behind Appendix A. Secondhand where the source is secondhand; updated as new rulings surface.

This is the complete dated record behind Appendix A of How to Win Monopoly Deal, and it is the source for the rulings page at winmonopolydeal.com/rulings. Appendix A keeps a twelve-row summary and takes the eight open questions one at a time; this file keeps every row.

None of these answers is in a rulebook. Every one reached the public secondhand: a consumer-service email pasted into a BoardGameGeek thread, a tweet quoted on a fan site, a wiki citing a support chat. Hasbro's own online FAQ, expanded in February 2010, was taken down in 2012 and survives only in the Internet Archive. Read what follows as reported, not as law. Where a statement is third-hand (a forum quoting a wiki quoting a tweet) the table says so. BGG numbers are BoardGameGeek thread IDs; the poster who reported the statement is in brackets.

Date Channel What was said Reported by
Mar 2009 Consumer email to "UncleBob" Rent plus Double the Rent counts as two cards, and the doubler works with the any-colour rent. A two-colour wild may be laid alone and rented on, and re-assigned during the turn to rent again. "You can re-arrange the cards during your turn." A house or hotel stays with its set and "can only be removed to pay rent"; if you break a built set the buildings go to your bank. No set of wilds alone; a rainbow needs a standard property or a two-colour wild beside it. On two same-colour groups: rent on both (answer 5) and rent on one set only (answer 6). BGG thread 375594, posted 10 Mar 2009
2009–2012 Hasbro online FAQ (hasbro.com; expanded Feb 2010; offline by Oct 2012) Just Say No may be used at any time, does not count as one of your three cards, and may answer a Just Say No. A two-colour wild alone may start a set and collect rent; a rainbow alone earns nothing until joined; a full set needs at least one standard property. With two sets of one colour, rent on one at a time. Rearranging tabled cards is free and only on your turn. Rainbow wilds cannot pay. Extras over seven go to the play pile. BGG threads 419381, 418800, 475027, 480442, 540900, 547015, 588643, 1243436; Wayback copy dated 30 Apr 2010
21 Aug 2009 Consumer email Buildings may be moved to another full set on your turn. A building paid as debt sits in the receiver's property area until they have a full set. House plus hotel collects "just for the hotel." BGG 420771 and 428890 (MikeMiller)
9 Dec 2009 Consumer Affairs ticket 091206-000123 "Yes, you can stack similar color property sets in different stacks." BGG 471729 and 470530 (rishiwahal)
30 Dec 2009 Consumer email Buildings: a house cannot move once a hotel is on it, yet "houses/hotels can be moved to other properties," in the same reply. A wild in a built set may be swapped for the matching real card. Moving property among sets never counts as a play. House plus hotel adds the hotel's +4 only. A house paid as debt sits idle until the receiver has a full set. Three same-colour cards may be split into two sets. BGG 478420 (caffeinehead)
23 Jan 2010 German Hasbro support A two-colour rent collects on both colours. House plus hotel adds $7. A played building never pays a debt; if the set breaks the buildings stay but earn nothing. A Just Say No cancels an action for all players. The Spanish rules agree on the two-colour rent (reported 14 Mar 2010). BGG 480442 (Topper Harley; senseless)
17 Feb 2010 Consumer email Anyone may play a Just Say No at any time to refuse an action, even a third party protecting another player; the attacker may counter. BGG 475027 (salsaguy)
2010 Promotional brochure FAQ Rearranging your tableau uses one of your three plays. Rent plus doubler is one play. BGG 547015 (byronczimmer, 24 Jul 2010)
23 Jul 2010 Consumer email A Just Say No cancels a rent only for the player who plays it. BGG 502779 (Oreot)
28 Jul 2010 Consumer email (Stephanie) Complete sets may be broken to pay. "Complete sets are not exempt or safe in regards to debt." BGG 548162 (mikewm1111)
15 Jan 2011 Consumer email A house left by a broken set stands alone; a house received without a set stands alone until playable. BGG 601744 (hudarklord, quoting Oreot)
8 Apr 2011 Consumer email (fresh correspondence) Correction: the house goes to the bank; Hasbro had misread the earlier question. A Just Say No on Double the Rent also cancels the rent, since the two are played together. BGG 601744 and 469340 (Oreot)
11–12 Apr 2011 Consumer email; "FAQ v1.2," a fan compilation Oreot reports as Hasbro-checked If you Just Say No a rent, everyone else still pays. You cannot Just Say No an action that affects only another player. House plus hotel is +4 total. Buildings from a dismantled set go to your bank, yet a house received without a set stands alone. Sly Deal and Forced Deal cannot take buildings. Buildings may be rearranged on your turn. BGG 475027 and 641485 (Oreot)
15 Jun 2011 Consumer Services email A Just Say No cannot cancel a card that does not directly target you, such as Birthday. Moving a wild between sets is not free of the three-card limit. You may not split a three-card set into two. A broken built set's hotel is discarded. House-plus-hotel stacking is "player discretion." No revised rules PDF is planned. BGG 664133 (thuggery)
8 Dec 2014 Consumer Care (Jenn) Moving a rainbow wild onto yellow to rent, onto railroads to rent, then back to a lone light blue before ending the turn: the player "is allowed to make this move! What a great strategy!" BGG 1280344 (Lightpost)
2019–2021 @Hasbro and @MonopolyUK tweets, as embedded on monopolyland.com (page dated 29 Apr 2023) A Just Say No "does not count as one of the cards you lay on a turn." A Just Say No may answer a Just Say No, and a third may answer that (2019). Two players may each Just Say No the same rent (2020). Cards laid as two sets because of a wild cannot be taken by one Deal Breaker (2020). A Just Say No on rent plus doubler cancels only the doubler (MonopolyUK). Wilds may be rearranged without spending a play. Extra cards beyond a full set are not protected from Sly Deal. Both kinds of wild can be stolen. House +3 and hotel +4, both. Six or more players: shuffle two packs. monopolyland.com; each tweet still to be fetched and dated individually
12 Sep 2023 Monopoly Fandom wiki, citing Hasbro Twitter and support messages (third-hand) House +3 and hotel +4, $7 in total. Buildings stay in your collection when a set breaks. Buildings may move between complete sets on your turn. A Just Say No cancels both the rent and the Double the Rent. BGG 1932300 and 2459561 (goldengrad)
26 Jan 2024 Linked Hasbro answer Same-colour properties may be split into separate stacks safe from a Deal Breaker. Another poster asked for a follow-up before treating it as final. BGG 3234913 (Bobopp; astroglide)

2024 print (sheet dated 5/3/23; verified 19 Sep 2026) Hasbro rulebook G0351, the current printed instruction sheet (hasbro.com PDF) The first printed answers to two of the eight questions. Just Say No: "If played during your turn, it counts as one of your three cards." Houses and Hotels: "If the property set they're on becomes incomplete, discard them"; "A property set may only have one of each"; a Hotel only on a set that already has a House. Wilds: "you can't ... use them to exceed the number of properties in a set of that color, but you can use them to start a new set"; changing a wild's colour "does not count as playing a new card" and is allowed only on your turn. Payment: "You choose how you pay"; "There's no change in this game." Win: three complete sets, "Each set must be a different color." Silent on two doublers, on cancelling a doubled rent, and on winning off-turn. Hasbro (primary; research/09-rulebook-2024.md)

The 2014 licensed mobile game

The 2014 licensed mobile game, reported on BGG in February 2014, is cited in Appendix A where it took a side. It let two Double the Rents stack, cancelled the whole rent on a Just Say No, spared only the Just Say No player on a group rent, stacked house and hotel for +7, merged same-colour cards automatically, and fixed buildings where they were placed. It also let its own computer opponent complete a set from two rainbow wilds, which the FAQ forbids.

Two smaller questions

Where the discard goes. The 2008 sheet says the bottom of the draw pile; the FAQ said the play pile; the 2017 sheet says the discard pile. The book's engine uses a discard pile and reshuffles it when the deck runs out.

Whether the bank is face up. The 2024 flyer says "faceup," which settles it. A face-down house rule is worth four to five points to whoever counts what was banked (E26).

Still to do

The monopolyland.com tweets need to be fetched and dated one by one. The 2024 rules PDF (G0351) needs a readable copy; its text is unreadable after extraction, so the two reported 2024 changes (a Just Say No played on your own turn counting as a play; the wording on breaking a built set to pay) rest on TV Tropes, a Reddit thread, and BGG 2929108 and 3262820.

This table is updated as Hasbro speaks. The book's Appendix A was frozen at print.
